NES Fircroft is actively seeking experienced Cost Controllers with experience working in a Refinery Turnaround Environment for our client, a large Oil Refinery located in Delaware City, DE.  This is a full-time long-term contract opportunity with the site, with per diem available for non-local candidates willing to relocate to the Northeast for this position.

Job Summary:

The Senior Cost Controller will be responsible for overseeing and managing the cost control processes for large-scale Turnaround Maintenance events within our client’s oil refinery setting. This role requires a strong background in cost forecasting, budgeting, and financial analysis. The successful candidate will work closely with project teams, contractors, and stakeholders to ensure that all costs are accurately tracked, forecasted, and reported, enabling successful project delivery within budget.
Key Responsibilities:
  • Cost Forecasting and Budgeting: Develop, maintain, and update detailed cost forecasts and budgets for Turnaround Maintenance projects. Ensure alignment with project timelines and objectives.
  • Cost Tracking and Analysis: Monitor and track project costs, including labor, materials, equipment, and other expenses. Analyze variances between actual and forecasted costs, and provide actionable insights to project teams.
  • Financial Reporting: Prepare and present regular financial reports to senior management, highlighting key cost metrics, variances, risks, and opportunities.
  • Cost Control Strategies: Implement and maintain cost control measures to prevent budget overruns. Identify and address potential cost risks early in the project lifecycle.
  • Collaboration: Work closely with project managers, engineers, procurement, and other stakeholders to ensure accurate and timely cost reporting. Provide financial guidance and support to project teams.
  • Contract Management: Review and analyze contracts with vendors and subcontractors to ensure compliance with budgetary constraints. Negotiate cost-effective solutions when necessary.
  • Data Management: Maintain accurate and up-to-date cost data, ensuring all records are properly documented and accessible for audits and reviews.
  • Continuous Improvement: Identify and implement process improvements in cost control and forecasting practices to enhance efficiency and accuracy.
Qualifications:
  • Education: Bachelor's degree in Finance, Accounting, Engineering, or a related field strongly preferred. A professional certification such as CPA, CMA, or similar is preferred.
  • Experience: Minimum of 10 years of experience in cost control, with at least 5 years in a senior role managing cost Turnaround Maintenance events within an oil refinery or similar heavy industrial environment.
  • Skills:
    • Strong proficiency in cost forecasting, budgeting, and financial analysis.
    • Advanced knowledge of cost control methodologies, tools, and software (e.g., SAP, Oracle, Primavera).
    • Excellent analytical and problem-solving skills.
    • Strong communication and interpersonal skills, with the ability to present complex financial data to non-financial stakeholders.
    • Ability to work under pressure and meet tight deadlines in a fast-paced environment.
  • Knowledge: In-depth understanding of Turnaround Maintenance processes and cost drivers within an oil refinery setting. Familiarity with industry standards and best practices in cost management.
