Key Stakeholders: Owner's Engineer, Head of Transmission, Onshore Electrical EPC Procurement Specialist, Transmission Director Position Overview:
A highly skilled and results-driven role to lead and manage the various technical aspects of the onshore EPCI package for the San Miguel project in the Philippines. This leadership role demands a person with both strong technical capabilities and some management capability with local market knowledge of the Philippine transmission sector and a commercial mindset. The person needs also to support the onshore EPCI package bidding process liaising effectively with contractors, contributing to setting the right negotiation strategy to achieve the best outcome, and providing support so that the tender process results in a preferred supplier agreement by the deadline set. The role will report directly to the Head of Transmission and work closely with transmission team including the Owner's Engineer, Head of Transmission, Transmission Director, and Onshore EPCI Procurement Specialist. Key Responsibilities:

• Tender Support:
  Support the tender process for the onshore EPCI package together with procurement, supporting efforts to ensure bids are assessed thoroughly, equalized, and optimized. Provide commercial input where possible throughout the entire tender lifecycle.
• Contractor Liaison & Relationship Management:
  Maintain and develop strong working relationships with contractors. Supporting efforts of ensuring clear communication channels are established, facilitating the exchange of information, clarifications, and bid submissions that meet company and regulatory requirements.  Use informal communication channels to gain clear insights to the contractor’s motives.
• Market Expertise & Risk Assessment:
  Utilize knowledge of the local transmission market in the Philippines to help navigate the bidding process and assess local market conditions that could impact tender pricing, project feasibility, and long-term outcomes. Make recommendations based on market trends and regulatory developments.
• Cross-Functional Collaboration:
  Work closely with the Owner’s Engineer, Head of Transmission, Transmission Director, and Onshore Electrical EPC Procurement Specialist to contribute to consolidating relevant technical and commercial information to drive the right actions and strategy. Collaborate across teams to ensure tender submissions meet all technical, financial, and schedule expectations.
• Onshore Package Technical Management:
  Work closely with the Head of Transmission to manage assigned tasks related to technical management within the onshore package.
• Interface Management:
  Work closely with the Head of Transmission to manage assigned interface tasks with other packages and stakeholders within the San Miguel project.
• Owner’s Engineer Interface:
  Work closely with the Head of Transmission to liase with the Owner’s Engineer on their assigned tasks.  Reviewing and commenting on Owner’s Engineer deliverables.
• Grid Connection Support

Support the Head of Transmission in all matters related to grid connection, with a focus on coordinating and liaising with external stakeholders such as NGCP, ERC, DOE, and other regulatory agencies. Key Requirements:

• Experience:
  Minimum of 10 years of experience in onshore electrical transmission projects.  Management experience is desired. Proven knowledge of the Philippines transmission market is highly desirable.
• Commercial Acumen:
  Commercial mindset with the ability to support assessment of risks and strategy development.  Awareness of the need to balance technical, financial, and operational considerations.
• Market Knowledge:
  In-depth understanding of the transmission market in the Philippines, including knowledge of regulatory frameworks, industry trends, and competitive dynamics.
• Stakeholder Engagement:
  Strong interpersonal and communication skills, with the ability to liaise effectively with contractors and internal teams.
• Qualifications:
  A bachelor’s degree in Electrical Engineering or a related field.
• Languages:
  Proficiency in English (written and spoken) is essential. Knowledge of Filipino or Tagalog is beneficial.

• Technical Knowledge: Deep expertise on HV transmission systems and the Philippine transmission market.

• Task Management: Ability to manage and prioritize assigned tasks and meet deadlines effectively.
