The service holder will be responsible for all the flowline engineering activities and technical matters related to a big FPSO project.
This will include but not be limited to reviewing, approving, preparing and managing all studies during Pre-project and FEED, Call For Tender and EPCI phases for rigid flowlines, rigid spools and rigid jumpers, and associated structures, equipment and ancillaries, for a very deep water oil greenfield project.

The Service Provider will be leading the design and engineering activities, and be supporting the procurement, fabrication, installation and pre-commissioning activities.

The Service Provider will provide support to the SURF Technical Manager and the SURF team and liaise with other project teams (SPS).

ACTIVITIES
  1. Adopt and demonstrate an exemplary behavior with regard to H3SE&Q, to implement and control H3SE rules and requirements within his area of responsibility. Ensure all flowlines technical documentation and SURF Contractor activities comply with H3SE&Q requirements and highlight any potential deviations. Ensure safe working practices are implemented along all phases of project,
  2. Adopt and demonstrate an exemplary behavior with regard to the Company Ethics and “Code of Conduct” policy, promote and enforce the Anti-Corruption Program within the Project,
  3. Ensure progress, fitness for purpose, and compliance with Company Rules and Specifications, Project requirements and international codes of all engineering for flowlines, In-Line-Tees (ITLs), Flowline-End Terminations (FLETs), rigid spools and rigid jumpers and associated items during all Project phases,
  4. Be responsible for all pre-Project and FEED flowlines engineering activities and manage all Pre-project and FEED contractor technical activities,
  5. Be responsible for preparation and timely delivery of the flowlines Call For Tender technical package of the SURF EPCI Contract,
  6. Be responsible for review, fitness for purpose and compliance to Project and Company requirements of SURF Tenderers Technical offers. Lead the technical clarifications with Tenderers and ensure timely closing of Technical qualifications. Carry out Tenders technical evaluation and support for preparation of RTA technical part,
  7. Define, develop, issue and maintain all necessary technical documentation related to the flowlines. Support and participate to the development and maintenance of Project Management main documents (SOR, FDP, PEP, PQP, Risks, etc.),
  8. Ensure that all engineering, procurement, fabrication, construction, testing, qualification, pre-commissioning and commissioning aspects are suitably addressed during the different engineering phases by timely reviewing (or having reviewed) and validating the relevant SURF documentation issued by Supplier(s) and Contractor(s) (technical documentation / queries / derogation requests),
  9. Act, as technical referent vis-à-vis Contractor(s) for flowlines, spools and jumpers matters,
  10. Identify, implement, and coordinate any study, testing or survey necessary to ensure readiness and fitness for purpose of flowlines.
  11. Ensure follow-up and support for supervision of all testing and qualification activities (SWT, CDT, FAT, EFAT, SIT, etc), all installation preparation, pre-commissioning and commissioning activities performed by Contractors, including the handover of equipment to other packages,
  12. Ensure technical compliance throughout the Project life of the engineered, procured, fabricated, tested and installed flowlines / spools / jumpers material and equipment (over several locations, yards). Ensure all technical, QA/QC and H3SE project policies and requirements are duly implemented and ensure Contractors’ compliance with contractual requirements in all areas. Anticipate and ensure adequate and timely reporting to the Technical Manager of any concern, issue or potential deviation. Propose timely and adequate solutions and optimizations,
  13. Liaise with other package teams (SPS, etc) for interface matters with the support of Interface Managers and leads,
  14. Organize and participate to Project Reviews,
  15. Assist and support the Technical Manager and the Subsea Manager on all aspects of the flowlines / spools / jumpers related Call For Tender, Clarification & evaluation process, project execution and contracts management, and with the relations with Partners,
  16. Coordinate with other Team Members including the SURF contract engineer for the follow-up of correspondence and contract activities throughout the full CFT process and during Project Execution,
  17. Gather ‘lessons learnt’ and provide feedback to all entities as required.

QUALIFICATIONS & EXPERIENCE REQUIRED
  • Qualification: Master’s degree in engineering and strong experience in engineering for rigid flowlines, rigid spools, rigid jumpers, FLETs, ILTs, and associated items and ancillaries
  • Languages: English
  • Professional Experience: at least 15 years in detailed engineering and execution phases (procurement, fabrication, construction, installation, pre-commissioning) related to rigid flowlines, spools and jumpers in deep water
  • Experience within project: at least 10 years in large offshore oil & gas SURF projects
  • Additional features: Good knowledge of relevant codes (DNV).
  • Previous experience with Major SURF Contractors during project execution for deep water project. Positive, constructive, proactive and pragmatic mindset. Ability to work within large teams with other parties (Contractors, suppliers, HQ technical teams, etc). Previous experience within a complex and multicultural working environment.
