Job Description:
Site Cost Engineer
The site construction Cost Engineer will manage and provide cost engineering services to control the construction costs.
It is expected that regular rapid, transparent communication of project cost at completion, forecasting cash flow requirements, and general reimbursable cost management of the EPCm Contractor(s) is maintained. Application of cost procedures and work processes for cost control; including monitoring change and their impact, Key Performance Indicator (KPI) reporting.
The cracker works under the guidance of the lead cost engineer of the cracker project. Assist Lead cost engineer & site Project Controls Manager in ad hoc project controls duties as required. He is working with the construction management team.
Ensure that all construction costs incurred are included in the total project cost and in line with the Work Breakdown Structure, following company Code of Accounts.
Report expenditure and commitments against the approved Control Budget and ensure trends and any forecast impacts are defined and where possible mitigated.
Interface with the EPCm contractor and construction contractors and ensure cost data information and KPIs are being performed in accordance with the contract.
Ensure management of change documentation, whether from EPCm Contractor or internally, is properly completed and cost impacts are defined and mitigated where possible.
Support the auditing efforts by the banker’s engineers chartered by the external financing institutions.
No supervision of staff is expected.
What you need:
- Level of education & Experience in general:
- A bachelor’s degree in a technical discipline, or equivalent, is preferred but not essential, depending on experience.
- A minimum of 5-10 years' experience in a process industry production and/or engineering environment with large (>$100MM) capital project management experience. Mega-project experience (>$1000MM) is preferred.
- Site experience strongly preferred.
- Experience in managing civil and other construction contractors is beneficial.
- Thorough working knowledge of Project Controls practices.
- Knowledge of EcoSys is preferred.
- English is compulsory, Dutch is an advantage but not compulsory.
