PROJECT CONTROLS MANAGER
Reports to Project Director

An exciting opportunity for a Project Controls Manager has arisen. Responsible for the development, implementation, and maintenance of project controls to support our client’s project and driving best practice. This role reports directly to the Project Director, with a dotted line into the Head of Project Services in Perth.
Key Responsibilities
•Responsible for the development, implementation, and maintenance of project controls during all stage gates of the project
•Develop and maintain policies and systems including a Project Controls Management Plan which entails direction on the delivery of all aspects of Project Controls including but not limited to risk management, document control, planning and scheduling, cost estimating, invoicing and progress against project milestones
•Perform scenario comparisons and uncertainty analysis and sensitivities on schedule and cost estimates.
•Manage reviews and assurance of schedule and cost estimates and tender budget approvals.
•Collaborate with Project Management Team to identify threats to cost and schedule and identify mitigation strategies
•Direct cost and schedule risk analysis workshops to determine the contingency estimate.
•Validate costs and schedules against benchmarks to ensure project competitiveness
•Benchmark against historical performance, industry norms and established KPIs.
•Contribute to project operational readiness planning and implementation activities
•Responsible for developing meaningful integrated schedules and periodic updates
•Responsible for the development of cost estimates and control budgets and monitor trends and forecasts
•Review and maintain the company work breakdown structure (WBS) for reporting and accurate allocation of asset / facilities costs.
•Utilize cost estimating methodologies and tools to produce cost estimates for major and complex projects inclusive of engineering, procurement, construction, commissioning and start-up scope and costs.
•Development of Class III / II estimates to determine capital cost of asset facilities.
•Collaborate with FEED contractors to establish the estimate basis, cost blocks, material take-offs (MTOs), price adjustments, and a database of vendor quotes
•Coordinate with operation department to prepare fixed and variable OPEX.
•Ensure consistency in reporting between project controls, ABD and Projects portfolio management reporting
•Report on monthly and quarterly projects budgets and forecast to key stakeholders including schedule updates, forecast to complete variance identification, opportunities for improvement and risk
•Provide periodic weekly and monthly projects progress status reports.
•Implement, where necessary, and maintain document control systems
•Embed and develop a strong project culture built on the company’s values
•Developing and contributing to continuous improvement initiatives
Person Specification
•10 + years’ experience in a similar role, preferably with experience working both Contractor and Client side.
•Region experience desired but not essential
•Experience of project controls with exposure across planning, cost control, change management, document control, project controls reporting and general knowledge of risk analysis practices
•Experience transitioning projects from design phases into execute, including conversion of cost estimates for lump sum turnkey projects is desired, but not essential
•Experience in execution of Projects from concept through to commissioning
•Complete understanding of a project stage gates
•Demonstrated experience of Project Controls Assurance in regards to schedule, cost and risk.
•Experienced in a wide range of project control tools and work processes
•Excellent interpersonal and communication skills with the ability to influence key stakeholders
•Ability to proactively manage a team and provide guidance and leadership
Qualifications
•Degree in relevant technical or business discipline or can be substituted by suitable industry experience.
