We are working with our recruiting for a Procurement Advisor to join our Oil and Gas client for an initial 6-month contract with the possibility of extension. The role forms part of the Finance and Procurement Team and reports directly to the Assistant Director - Finance and Procurement.

Duties:
- Providing purchasing and procurement support to the company, including review and validation of new vendor requests, co-ordination of tenders/requests for offer and associated documentation and advice to ensure value for money and best practice are achieved when procuring goods and services, and assisting with preparation of documentation to support procurement activities including business cases and requests for offer.
- Providing advice to the company on the Commonwealth Procurement Rules (CPRs) and Contracts and Procurement policies and procedures and the Public Governance Performance and Accountability Act 2013 (PGPA Act).
- Overseeing the procurement contract management function, including recording and monitoring of agreed contract expiry dates.
- Developing, implementing and monitoring of contract and procurement policies, systems, procedures and monitoring of key internal controls to ensure the efficient use and allocation of Commonwealth resources in accordance with the CPRs and the PGPA Act.
- Assisting in preparing contract documentation and ensuring legal and legislative requirements are met and liaising with the Legal and Governance Team to obtain legal advice on contract management and procurement issues as appropriate.
- Managing AusTender contract process and ensuring compliance with mandatory AusTender contract reporting requirements.
- Assisting in managing commercial, legislative and project risk, in liaison with the Finance, Legal and Governance, and Risk and Audit teams, arising out of contract and related commercial issues.
- Working knowledge of legislative frameworks for the governance, performance and accountability of Commonwealth entities, preferably The Public Governance Performance and Accountability Act 2013 and the Commonwealth Procurement Rules.
- Demonstrated experience of finance ERP and electronic document records management systems together with Microsoft Office, including Word and Excel.
- Substantial working experience in a similar role and/or a relevant tertiary qualification or Certificate or Diploma.
- Highly developed interpersonal, communication, negotiation and influencing skills, including ability to build positive working relationships with internal and external stakeholders, work collaboratively and operate as an effective team member.
