NES Fircroft are delighted to be partnering with a major EPC Design contractor who are looking to add a Lead HSE Engineer (Process Safety) to work with their team in Paris, France.

Role will be contract based for an initial 12 months duration and will offer the chance to work on a multi-billion dollar LNG project. 

To be considered for this role, candidates must be prepared to be based in Paris full time. In return, candidate will be offered and attractive day rate of pay.

Job Purpose

Coordinate, review and supervise the EXECUTE stage  loss prevention engineering of client project. Lead Process and safety studies and provide advice on risk reduction measures to manage risk to as Low as Reasonably Practicable (ALARP).

Key Accountabilities

•            Coordinate and work closely with EPC Contractor, Operation support and Project Disciplines Process Risk studies.
•            Well conversant with client HSE Standards and AGES requirements and regulatory requirement.
•            Conversant with International Best Available Techniques and Standards  eg. API, EI, NFPA ,IEC
•            Conversant with client WMS (Work Management System) requirements.
•            Conversant with various adopted Process Safety Software’s eg., PHAST, SAFETI. BowTie etc
•            Review and comment Loss prevention procedural & policy documentation for Site Inspection, establishment of an audit criteria and alignment of technical safety requirements of the regulatory authority.
•            Ensure the necessary building / facility personal control measures and accident prevention initiatives are developed and implemented, in order to achieve emergency response planning requirements.
•            Review and comment on Greenfield project deliverables prepared by EPC Contractor against client HSE Risk Management and Operations standard requirements and reports on potential consequences with the appropriate recommendations.
•            Review and endorse "Emergency Response Plan" requirements for client RLNG Facilities which includes the organization and management of schedules stimulated exercises.
•            Keep abreast with all relevant developments including legislation, standards, techniques and equipment in order to ensure that Loss Prevention requirements addressed and current.
•            Organize  to facilitate HAZOP, SIL , PHSER, HAZID, Ergonomic studies and F&G Mapping studies  workshops .
•            Participate in technical safety reviews, risk assessments, hazard operability / analysis studies, risk register implementation and project safety system requirements.
•            Ensure that project related Loss Prevention Close - out registers, e.g., HAZID, HAZOP, SIL, PHSER, and HSEIA have addressed all issues I concerns and completed in accordance with Project and client RLNG requirements.
•            Review project Loss Prevention oriented philosophies (Escape & Evacuation, Environmental, Fire Protection and Occupational Health) for alignment with client RLNG requirements.
•            Support to identify Hazards, evaluate risk, assess consequences and monitor Compliance in order to provide governance and assurance of client's Major Accident Hazards and Risks.
•            Review and organize specialist support to sites on remedial action plans to implement the outcome of risk studies.
•            Monitor and participate in HAZOPs, Technical Safety Reviews (TSRs) and other safety reviews in order to periodically update the operational risks and provide advice on the implementation of the recommendations.
•            Recommend the establishment of Audit Mitigation and Control barriers in an effective manner to reduce the risk to ALARP (As Low as Reasonably Practicable).
•            Provide specialist support on Health safety and environment critical equipment systems (HSECES) verification at site level to provide assurance of HSECES performance standards implementation.
•            Conduct audits to verify the implementation of HSE risk studies and reviews outcomes related to Loss Prevention.
•            Conduct periodic audit of the engineering control and plant documents.
•            Advise on suitability of software related to, Safety and Loss Control. Arrange and use the software to achieve derived loss control objectives
•            Participate in establishing the clients safety standards and procedures ensuring that such standards comply with the local legislation, statutory requirements and international standards.
•            Carry out pre-commissioning check of modifications/ new installations to ensure compliance with client RLNG requirements.
•            Work closely with Inventory & Warehouse Discipline and Procurement Discipline  to ensure the availability of Safety and Health requirement in purchasing specifications of critical items of machinery/equipment, chemicals and personal protective equipment
•            Review and endorse the philosophy, design and specification of fire detection and protection systems.
•            Maintain Accidents/ Incidents database. Produces a full quarterly report on Accident/ Incident Analysis.
•            Maintain a record of Process Safety related incidents and conducts Process Safety awareness sessions.
•            Develop and conduct Process Safety and Risk Management Training.
•            Participate in the Incident Investigations related to Process Safety to identify the root causes of incidents and recommend preventive and corrective actions.
•            Safeguard own Health and Safety, as well as that of the fellow employees, by paying attention to safe work practices, maintaining a safe work environment and complying with applicable HSE requirements.
•            Take action to INTERVENE and STOP any un-safe activity or non-compliance with HSE requirements, if witnessed, and report the incident - regardless of your position or that of the transgressor.

Minimum Experience & Knowledge & Skills

•            12 years of experience, including at least 5 years  with EPC organization related to LNG, Oil & Gas projects.
•            2 years in similar position.
Should have experience in Liquefaction and fractionation of Natural Gas (LNG).
  • Experience in Integrating Nitrogen Rejection Unit.
  • Fuel Gas system.
  • Air Cooling system.
  • Instrument / Plant Air Systems.
  • Fire Water system.
  • Desalinated water plant.
  • Should have EPC experience in an Large LNG plant
Minimum Qualification

•            Bachelor’s Degree in engineering or Equivalent
