Project : The service holder will provide the contract engineering for the Project GPI NorseBreeze development for the FEED phase and the call for tender phase in a multidisciplinary and multi-contracts environment

MISSION
Under the responsibility of the GPI Norse Breeze Company representative, the service holder shall ensure that the Contracts Terms & Conditions for the 400MW Offshore windfarm project Norse Breeze contracting are robust and fair, defending the Company’s interests, in particular by limiting its risks. He is responsible for the contracts from the Call for Tender phase for the project packages (WTG, Transmission, Foundations, T&I, Onshore scope), until the contract awards and their administration to maximize the savings on the project budget.

ACTIVITIES
The service holder shall:
  1. Be accountable for demonstrating an exemplary behavior with regard to HSSE rules & requirements and for implementing HSSE requirements in the contracts the job holder is in charge of, mainly within T&I, but also other contracts of variating size
  2. Adopt and demonstrate an exemplary behavior with regards to the Company Ethics and “Code of Conduct” policy.
  3. Be in charge for the contracts of the preparation and management of the contracting process for the contracts to be placed.
This includes:
  • The preparation of tendering dossiers (General and Particular specifications, Exhibits), the launching of Call For Tenders, the management of the clarification / negotiation phases, the evaluation of contractual and commercial proposals and the issue of final Recommendations To Award.
  • The preparation / coordination of the final set of contractual / commercial / technical documentation for these contracts.
  • The preparation and follow-up of the associated Commitments process (with their registering in the affiliate / Head office tools (ERP (UNISOL) / Contract Data base …)).
  1. Manage contractually and commercially the awarded contracts and liaise actively with relevant technical specialists for the technical management of Contractors.
This includes:
  • The management of the process associated with contractual and commercial changes according to Change Order Procedure and Delegation of Authorities in force, with the coordination of the requests for changes, the participation to Change orders meetings with Contractors and the follow-up of the associated approval process.
  • The participation in remuneration process to Contractors thanks to the checking of Contractors progress and the compilation of Milestone Payment Certificates and Contractors Invoices,
  • The participation to meetings with Contractors as requested and as defined in Contracts,
  • The participation in the settlement of disputes together with legal, insurance and finance specialists, when required.
  1. Ensure that clear and accurate records of contractual matters are maintained and monitor key dates, against dates defined in the contracts.
  2. Support the Budget and Cost Control team in the development of Project Budget and subsequent revisions according to actual expenditure versus planned budget, current and potential changes
  3. Report to the Company representative highlighting any encountered area of concern and potential claims from contractors.
  4. Issue the close-out report of the Contracts respecting Project procedures
  5. Observe and impose strict confidentiality with regard to the Contractual and Commercial documentation managed.


Technical Requirements : 
  • Level of expertise: Bac + 5, in engineering, in commerce or equivalent
  • Strong expertise in Legal, Contract writing and Contract management in Offshore Wind Farm projects for task completion, 10 years experience in Offshore Wind with specific experience in T&I contracts
  • Languages of the service: English fluent
  • Get the spirit of synthesis and the expertise for negotiation with contractors and suppliers for task completion
