Position: Mechanical QC Inspector
Location: Sohar, Oman

The Mechanical QC Inspector will be responsible, under the Site Quality Lead’s supervision, for following-up, monitoring and supervising Mechanical QC activities carried out by the Contractor and Subcontractor at the main Construction site during the Construction, Pre-commissioning and Commissioning phases, ensuring that his discipline’s contractual and technical requirements are duly applied by Contractor and/or Subcontractors. In this respect, and to ascertain that the facilities are built as per the project requirements, the service holder verifies and approves Contractor’s and/or Subcontractors’ drawings, fabrication procedures and methodologies, and ensure that Contractor and/or Subcontractors have adequate equipment, resources, means and manpower to perform the job with the required quality level and to compete it in due time. He / She reports on a day-to-day basis directly to the Site Quality Lead.

The service holder provides support and assistance in the organisation, job scheduling and coordination with other disciplines to ensure quality and timely completion of their work and implementation of Corporate / Project QA/QC Management System.
The service holder organises and participates to routine and random inspections and audits, assists to daily / regular Construction meetings related to his discipline with Contractor and/or Subcontractors, performs QC and/or HSE visits and tours... and ensures an adequate reporting to the Site Quality Lead (areas of concerns, problems encountered in its discipline during construction and implementation both by its Site Construction team and Contractor and/or Subcontractors).

The service holder participates together with the supervision team and the Quality Leader to the review and comments of Contractor’s and/or Subcontractors’ Project Site documentation applicable in the perimeter of the relevant Site Construction site (Project Site QC plan, Construction plans, fabrication drawings …) and ensures their full implementation by Contractor and/or Subcontractors. As a general manner, the service holder aids the Site Construction team with all matters related to his discipline and organise its pre-commissioning activities in close coordination with the commissioning team. The service holder is also accountable for demonstrating, individually, an exemplary behaviour regarding HSSE rules & requirements.

ACTIVITIES
1. To adopt and to demonstrate an exemplary behaviour with regard to "Code of Conduct" and HSSE rules and regulations. To implement HSE rules and requirements within his area of responsibility, and to comply with HSSE training requirements for the position.
2. To be kept informed of the project technical referential and international standards related to his area of responsibility, taking knowledge from them for application to the Project. To develop, as required, Discipline specific instructions at Site Construction Site.
3. To ensure proper answer (in coordination with the engineering team when appropriated) to technical Site Queries related to their discipline.
4. To ensure promotion and implementation by Site Construction team of the Project Site QC plan and procedures
5. To support Inspectors in their daily works.
• To ensure all along construction and fabrication phases that the Contractors are enforcing his contractual commitments, is implementing properly his construction plan and objectives, and is performing safely his activities as per Project specifications, design and codes
• Participate to KOM with Contractor/Subcontractor wrt Discipline matters.
• Review the relevant Contractors and suppliers ITP's and procedures (in coordination with Structural/Piping/ QC disciplines and NDT/Welding/Painting/Coating activities);
• Monitor and control the implementation on site of the approved drawings, approved QC plan, Surveillance plans, Inspection and test plans.
• Monitor the relevant Welding Qualification processes, and to ensure their satisfactory implementation and follow-up.
• Supervise the Project Surveillance and QC activities performed on Site.
• Review and ensure that all material certificates and certification files are up to date, including documentation from vendors and Contractors.
• Challenge Contractor and Sub-suppliers on QC performance and Inspection activities, and to perform routine and random inspections on a daily basis in this regard.
• Monitor the work deficiencies (repair rate in particular) and ensure the implementation of the necessary corrective actions.
• Follow up on the implementation of decided action plans, or other mitigation plan issued.
• Stop & report immediately to Quality Lead any anomaly or non-conformity.
• Interface with relevant Site Construction team and Contractor’s QC site authority on QC issues and on the implementation of the QC requirements.
• Attend and participate in daily meetings.
• Attend, when requested, the various construction meetings.
• Participate to construction, HSE or QC specific audits or visits.
• Ensure all materials are checked and verified by incoming control from materials receipt, storage and final use.
• Engaging in supply chain QC compliance OnOff site as required or advised by the Project QA Manager.
• Being prepared to attend at Functional Acceptance Testing (FATS) & System Acceptance Testing (SATs) dependent on the individual materials, tests or services being under inspection and test as required by the Project Manager.
• Producing weekly, monthly reports and a dashboard of QAQC KPIs to high standard and detail.
6. To ensure the tracking of anomalies and non-conformities performed by the Contractor and ensure correct follow-up activities.
7. To provide technical support and assistance to personnel, and to Contractors and Suppliers personnel as required.
To analyze / resolve Discipline issues and problems encountered by personnel. To implement Discipline methods for the supervision of the day-to-day activities;
8. To report to the Quality Lead wrt to Discipline activities, in particular when deviations to works are detected.
9. To ensure confidentiality of all the documentation issued under his area of responsibility
10. Monitor the company items management with Interface Coordinator
11. Ensure that traceability is properly implemented and implement random PMI checks
12. Systematically review Contractor Non-Conformance reports and dispositions. Intervene as necessary where warranted.

REQUIRED QUALIFICATIONS AND BACKGROUND
  • Professional Experience (years): min 15 years’ Experience in QA QC activities
  • Experience in similar position: 10 years minimum in similar role
  • Level / Diploma: HNC or equivalent (with PCN/ ISO 9712, CSWIP or AWS CWI)
