HSE Supervisor

NESFircroft have partnered with a global leader in power generation. They are actively sourcing a HSE Supervisor to join their Turnkey Combined Cycle Power plant project based in Belgium. The role will be an initial 8 month contract with intention to extend  
The ideal candidate Good practical safety knowledge and experience of implementation of national and international safety rules to construction sites.

French speaking is essential

Roles and Responsibilities

• Provide day-to-day EHS management for the construction project.
• Ensure effective implementation of EHS management system including Policy, Plan, training, effective risk assessment, inspection, auditing, event management and analysis, in line with GE standards and procedures, including the effectiveness of safety related processes owned by others.
• Monitor the effectiveness of the site related rules defined in the Site EHS plan and revise as necessary to keep up to date, in consultation with the site manager.
• Actively communicate on the GE Framework and ensure the site manager monitors and maintains site compliance.
• Set up and maintain the EHS training needs analysis and training plan.
• Ensure an effective review of GE and contractors method statement, and associated risk assessment against GE, Partner, Client and regulatory requirements, verified by an effective subcontractor EHS audit program to monitor compliance with all relevant statutory, regulatory, contractual and company requirements.
• Ensure effective implementation of the site risk assessment process, Permit-to-Work processes, EHS event management (report, record, analyze), actions taken in the event of a non-compliance, EHS communication to all site personnel, reward/recognition and consequence management, stop work and open reporting culture, emergency plans, security programs and site access control procedures.
• Maintain appropriate records and documentation, compiling all periodic EHS reports (Internal and external) on time and accurately.
• Provide timely information to the site management in relation to any trends that become evident through analysis, and potential legal exposure and EHS concerns including the effective Management of Change.
• In coordination with the site manager, liaise with the customer on EHS matters.
• Provide input to project performance reviews and prepare and submit EHS report as required.
• Actively participate in the continuous improvement processes, by providing EHS-related feedback to the site team.
• Intervene whenever site activities do not meet the established EHS requirements of the risk assessment / method statement.
• Interpret internal and external business challenges and recommend best practices. Utilize understanding of industry trends to inform decision making process.
• The above responsibilities should be read in conjunction with the site specific EHS Plan and associated work instruction, guidelines and Gensuite/ComplyWorks deliverables.

Required Qualifications

• Engineering Degree or equivalent education in EHS (EHS Management and/or sciences, construction safety, etc.), or other faculty (for instance Civil, Mechanical or Electrical Construction) or equivalent experience
• NEBOSH/IOSH Qualification or equivalent according to local legislation
• Local Regulatory knowledge
• Significant experience in EHS at a construction site, as Site EHS Manager in power generation or oil & gas industry
• English fluency (written and spoken)
• Computer skills (ability to learn and master online reporting tools)
