FPSO Pre-Commissioning & Commissioning & Handover Coordinator 

Start Date: November 1st
Duration: 12 month renewable 
Location: Service located at FPSO Contractor Facilities (France), then proceed to the Construction yard (China) for construction, conversion and integration
Status: Residential (5 days per week) 


The service holder shall provide support to the FPSO Commissioning Management and the FPSO Commissioning team, in coordinating the Pre-Commissioning & Commissioning & Handover activities performed by the FPSO EPSCC Contractor.
The Service holder reports hierarchically to the FPSO Commissioning Leader.
The Service holder activities are both onshore and offshore.

In close coordination with FPSO Commissioning Manager & Leader, the Service holder actively liaises and collaborates with Company Construction Representatives, with Contractor’s Commissioning Coordinators and database holders.

The Service holder manages the Pre-Commissioning & Commissioning & Handover activities (Topside, Hull & LQ) in liaison with other disciplines leaders. The service holder shall inform and motivate them adequately so that priorities are clear and directions for the performance of their duties are set to meet the objectives of the Project.

Tasks to be performed

HSE tasks:
  • Demonstrate exemplary behavior with regards to HSE in front of Contractor and Sub-contractor.
  • Implement HSE requirements within the Project Commissioning area.
  • Promote safety within the Commissioning activities and verify that safety procedures and permit to work systems are implemented by the EPCC Contractor Commissioning Team
Commissioning tasks :
  • Stay informed of Contractual Company Requirements and international standards related to the area of responsibility, taking knowledge from them to application to the Project
  • Ensure supervision of FPSO EPCC Contractor Commissioning-related activities.
  • Support other specialists (HVAC, Telecom, ICSS, Piping) and engineers (Topsides, Marine, Operations, Maintenance) involved in commissioning.
  • Review and comment the preparation of Commissioning procedures
  • Participate in the development and population of the  ICAPS database
  • Ensure about Pre-commissioning and Commissioning status index and Progress
  • Consolidate the RFC, AOC dossiers, RFSU dossiers certification
  • Lead the punch list inputs and follow-up until clearance in accordance with the principles of OPERCOM methodology
  • Verify the Commissioning technical preparation and readiness of FPSO EPCC Contractor in order to optimise the schedule by maximising the onshore Commissioning thus keeping offshore Commissioning activities to a minimum
  • Supervise the reporting of Commissioning execution to ensure that all technical, contractual and cost information is properly recorded, collected and available for inspection/reference as required by law regulations and Company policies.
  • Monitor that the FPSO Commissioning Subsystems have reached the Ready for Commissioning and Achievement Of Commissioning status with the associated punch list and certificate before FPSO EPSCC Contractor submit the relevant certificates.
  • Follow the preservation registers
  • Participate and Monitor smooth transfer in safe condition between FPSO EPSCC Contractor Commissioning and Operations
  • Participate with the Contractor to Sub-systems mark up drawings
  • Control and follow-up on red line mark-up drawings.
  • Ensure Commissioning progress status and reporting (weekly/Daily basis as per management request)
  • Ensure proper Punch Item entry, categorization and closure
  • Database Technical support to Company and Contractor teams
  • Ensure OPERCOM and ICAPS training sessions if required
  • To support the pre-commissioning and the start-up activities at the engineering facilities, fabrication sites and offshore.
  • Liaise with the engineering and technical authorities, such as to ensure the adhoc technical specificities and recommendations are well taken into account in the preparation and the execution of the commission activities. In case of non alignment, to escalade the subject to his line manager for arbitration
  • Report to FPSO Commissioning Leader highlighting areas of concerns and problems encountered in performance of its duties
  • Provide sufficient reporting as required by Commissioning management
  • Ensure confidentiality of all the documentation issued under its area of responsibility.
  • To monitor the readiness  of Leak tests / service tests based on Flange management progress.
  • Participate to the pre-com walkdown before RFC.  
Deliverables

The service holder shall provide an efficient support to the FPSO Commissioning Leader and to the overall project FPSO Commissioning team.

This Service will require an ability to analyze Contractor Commissioning strategy and to prioritize Sub-systems definition accordingly. Being constructively proactive, and fostering a cooperative relationship with Contractor will be a key aspect of the role.

The profile for this Service should have the track record ability to manage field commissioning, handle autonomously all technical aspects of commissioning preparation and execution, monitor pre-commissioning activities, and coordinate subsystem completion including punchlists.

The profile for this Service should also have the track record experience in managing Commissioning Scope of Work of major Oil&Gas projects (preferably FPSOs), from preparation phase up to and including offshore phase.
