General Duties
- Have a full knowledge of the Engineering package
- Have a full knowledge of the Contract with the ENGINEERING Contractor.
- Have a full understanding of the ENGINEERING Contractors Scope and Schedule and the activities and deliverables for the Project and be a driver to ensure the latterare achieved to the correct quality and in a timely manner.
- Prior to commencing work, agrees with the Project Manager the Project Agreement
- Ensure that all tasks assigned by the Project Manager are completed on time andwithin budget
- Attend internal / external design reviews and other meetings, as necessary
- Cultivate the Company safety culture in the work place, and facilitate the educationand awareness of task force personnel on the site-specific safety rules for workperformed in Contractors facilities.
- Ensure together with the Project Control Manager that the engineering scope, designservices and deliverables; and development of a comprehensive and integratedschedule in cooperation with the engineering disciplines, Control Team Leader,Project Manager, and Materials Manager is performed by the ENGINEERINGContractor.
- Assemble and distribute basic contractual information to the task force engineeringdisciplines and insure understanding of basic financial objectives of the project.
- Ensure together with the Project Control Manager that the ENGINEERING Contractordevelops the overall engineering execution strategy including procurement andautomation design systems and tools. Also develop engineering estimates, budgets,schedules, and progress reporting system in cooperation with discipline Leads,Control Team Leader, Construction Manager, and Project Manager.
- Ensure together that the ENGINEERING Contractor establishes a project master setof narrative and technical specifications and ensure compliance thereof includingcompliance with established Company and/or Client practices, procedures, andtechnical quality requirements.
- Assist in the development of the PEP including but not limited to engineeringprocedures, document distribution matrix, work share procedures, automationprocedures and engineering quality control procedures.
- Review and monitor engineering and design staffing requirements based upon projectscope and schedule in cooperation with discipline leads. Establish team buildingactivities and alignment among task force engineering staff. Check CV’s whereappropriate.
- Establish and insure proper documentation of technical communications anddecisions between ENGINEERING Contractor and the engineering disciplines.
- Review and approve RFQ’s and purchase orders. Monitor the equipment andcommodities through the procurement cycle.
- Coordinate engineering execution plan including work sharing plans with engineeringsubcontractors or other entities
- Determine and resolve engineering execution impacts on all disciplines and alertProject Manager. Resolve in a timely manner, any technical issues betweenengineering disciplines, project management, process, construction, client, and otherentities involved on work sharing.
- Ensure the ENGINEERING Contractor establish and coordinate inter-discipline andclient design review milestones and procedures. Identify contractor’s personnelwhose safety and operability design input is required. Insure documentation of allreview comments.
- Ensure the ENGINEERING Contractor obtains inter-discipline and client approvals forsuch "Definition Deliverables" as Plot Plans, Process Flow Diagrams, MetallurgicalFlow Diagrams, P&ID's, Electrical One-Line Diagrams, and ProcurementResponsibility Matrix.
- Assist the department managers in people development including assisting with andencouraging the development of leads and design supervisors as well as identifyinghigh potential personnel. Special assignments as directed by Project Manager.
- Attend internal training courses as requested by the Project Manager and attendtraining courses which could be of benefit
- Keep up to date with and adhere to Company and Project related procedures
- Make himself/herself fully familiar with Company Common Engineering Specificationsand drive in the development of Common Engineering Specifications. Give theappropriate feedback to the workgroup.
- Make himself/herself fully familiar with Contract and drive in the development ofCommon Contract Conditions Give the appropriate feedback to the workgroup.
Specific Duties
- Ensure that weekly Discipline coordination meetings are held.
- Ensure all staff has a Job Description and their roles and responsibilities are fullyunderstood.
- Have a “hands on” approach to the Design engineers to ensure all tasks areunderstood and performed accordingly.
- Control and distribution of documents including licensor information, vendorinformation, technical documents and deliverables.
- Ensure the ENGINEERING Contractor implements and insure confidentialityrequirements of client data and information, as well as address and implement plansfor unique project issues such as PE stamping. Ensure the ENGINEERING Contractor maintains project specific master set ofspecifications, standards and site criteria documents including a master set ofspecifications lists.
- Ensure the ENGINEERING Contractor maintains engineering and design changemanagement system including timely closure on P&ID change notifications, layoutand design comments, and trends and deviations. Keep track on approvals andexecution.
- Monitor engineering budgets and schedules.
- Maintain, update and follow up of items on the needs list on a weekly basis.
- Implement project closeout documentation, and insure delivery of the final job reports. Make sure that native files are delivered.
- Be the driver for all actions required by the PMT team and/or ENGINEERINGContractor to ensure they are completed on time.
- Establish and maintain an Authority Matrix for the PMT team.
- Maintain a Holiday roster and ensure that there is adequate holiday cover at all times.
- Be fully abreast of the contractual obligations of the ENGINEERING Contractors, Contract and ensure all correspondence, notices, transmittals are communicated infull compliance.
- Participate actively in main Vendor contract negotiations, Kick-off meetings, or delegate accordingly.
- Follow up closely the engineering and procurement schedules ensuring the activities for the project are completed in a timely manner.
- Attend progress meetings as required with the Contractor.
- Participate actively in the Contractors planning and monitor overall progress and performance by frontline activities identifying any areas of concern and ensure implementation or instigation of appropriate remedial actions.
- Actively participate in audits of both the Contractor and Vendors.
- Performs risk Assessment continuously in the Project.
- Organize team building events with the PMT team and ENGINEERING Contractor accordingly.
- Ensure the ENGINEERING Contractor establish and coordinate the Field engineering in the execution phase of the Project for additional explanation to the subcontractors and to implement details missed in the scope of works. Insure proper documentation of those modifications with approvals
Qualifications
- Master degree in Engineering (or equivalent)
- Intermediate project management skills with external certification (PMI orequivalent)
- Several years working experience in Project Engineering & Design as Leaddiscipline engineer
- Minimum 5 years of working experience in Project Management or Engineeringmanager function
Specific Training/Specialist Skills
- High degree of computer literacy.
- Vast knowledge of Contracts and Budgets
- Vast knowledge of the required phases for a Project from idea management upto commissioning and start up. (PMI or equivalent)
Experience
- Previous knowledge of Chemical installations
- Technical experience, preferably in a maintenance or Project environmentworking with Contactors.
- Comprehensive Onshore Construction and investment project Experience
- Working experience in multicultural environment
- Experience of polymerisation plants is important.
- Vast knowledge to manage Project Engineering teams.
