Electrical and Instrumentation Lead

Main tasks and responsibilities 
Project phase:
•    Be responsible for all MIE (Maintenance and Inspection Engineering) deliverables within his own field of expertise.
•    Develop and maintain productive and constructive relationships with site-based personnel, office operations/technical teams, external contractors/vendors and engineering team.
•    Ensure the preparation of complex site maintenance procedures including testing of HIPS, Safety Instrumented Functions (SIF), black start, electrical switching procedures prepared by site supervision, ensuring incorporation of best practice.
•    Develop technical Scopes of Work and Participate to the preparation of call for tenders (CFT) of the specific maintenance contracts (SMCs) required for the operational phase. Ensure all (SMCs) for Electrical, Instrumentation and ICSS are in place before the start-up.
•    Participate to the definition of the maintenance organization for the E&I / HVAC and ICSS required for the operation phase.
•    Participate to develop Digital Tools and applications to that are required to effectively manage maintenance operations post Startup

Within the framework of an integrated project team service  holder will have to:
•    Technically lead the MIE development process with respect to Electrical, Instrument and ICSS. Provide detailed input and contribute to the overall MIE strategy development for maintenance and spares parts and provide technical support into detailed maintenance requirements of equipment 
•    Participate in inter-discipline MIE activities including maintenance and criticality strategy development, global maintenance plan preparation, writing of maintenance plans and procedures. Ensure that all MIE deliverables are in line with National Legislation, Affiliate and COMPANY Specifications and Best practices. 
•    Be actively involved and provide assistance in the MARSA Pre-commissioning, commissioning and start-up activities. 
•    Contribute to develop and implement MIE tools, process and systems for the project to meet the overall Field operations planning and goals.
•    Participate to the review of documents and files in the Electronic Data Management System issued by the EPC to ensure they are of sufficient quality to be utilized for MIE activities and by Maintenance Personnel onsite during the Operational phase.
•    Collaborate with engineering teams to review designs, provide technical input, and optimize systems for efficiency and reliability.
•    Collaborate with procurement teams to source materials/equipment, and instrumentation components required for the project and operation.
•    Ensure the Condition Based Maintenance (CBM) in his filed is implemented.
•    Actively support the EPC in the deliverables of an efficient SECE system, and ensure that the associated operational maintenance of assurance (maintenance, testing) are implemented as part of the identified maintenance regime.
•    Responsible for specifying the technical training requirements for the personnel – Company or Contracted – in own field of competence (Instrumentation / ICSS / Metering).
•    Follow up Electrical, Instrumentation and ICSS engineering preparation activities ensuring that the progress
•    To develop the necessary work tools and special tools for maintenance
Operation phase:
•    To manage and to monitor the Maintenance Electrical & Instrumentation department
•    Plans, directs, coordinates, and supervises the activities of the electrical, instrumentation and control system technical support department with a view to provide support services to the plant maintenance team.
•    Cost control of specific budget lines as delegated
•    Provides necessary guidance and technical expertise to site personnel in solving technical problems during unplanned shutdowns and corrective maintenance.
•    Lead the issuance of the Fiscal metering skid handbook and related procedures.
•    Lead the validation and certification process of the fiscal metering and online analyzers validation.
•    Oversee the implementation of maintenance policy and strategy. 
•    Technical authority for modifications of mid- and long-term improvements related to electrical and instrumentations.
•     Liaise with vendors to obtain the required remote and onsite supports.
•    Lead the electrical, instrumentation and control system scope preparation and implementation during the planned shutdown.

HSE:   
•    Adopt and demonstrate an exemplary behaviour with regard to HSE, implement HSE rules and requirements within area of responsibility and ensure that required HSE competencies are within team.
•    Ensure the development of the SECE performance standards & associated Assurance schemes.
•    Part of Emergency response organization as required
•    Electrical Authority, nominate competent persons for E&I activities
•    Complain with all HSSE roles and regulations as per Oman Law 

Personnel Development & Competency:   
•    Provide technical support to the recruitment and training of maintenance personnel
•    Developing the Personal Development Plan (IDPs) for Electrical and Instrumentation Team based in the competency gap analysis 
•    Team’ performance and KPIs management 
•    Provide coaching and mentoring for Electrical & maintenance team.
•    Participate in succession planning process
•    Identification of training needs for the site multi skills personnel.

Budget & Cost Control:   
•    Accountable for the non-routine maintenance expenses
•    Participate to Maintenance budget issuance and follow Electrical/HVAC maintenance costs.
•    Complies with all requirements and project planning, to budget with the required quality.
•    Developing yearly Business plan & Budget 

General:   
•    Ensure Company rules and specifications are implemented throughout the project for all electrical and instrumentation topics.
•    Compliance with regulations
•    Prepare different reports such as weekly, monthly and KPI reports. Prepares scope and perform internal maintenance audit activities.

Education requirements:
- Engineer Degree in Electrical, Instrumentation and Control engineering from an accredited university or equivalent

Language requirements:
- Excellent knowledge of written, read, and spoken English (required)
